Quebec mob scandals not so different from Donnie Brasco's day ...

MONTREAL ? Quebecers might be shocked by reports of Mafia control over the construction industry, which is allegedly so rife with corruption and collusion and inflated costs that the provincial government has been forced to call a public inquiry.

To the man known as ?Donnie Brasco,? it?s old news.

The police officer who infiltrated the New York Mafia and inspired a Hollywood movie described Monday how the New York City underworld took over the construction industry using methods that would be familiar to anyone who watches the news in Quebec these days.

Joseph Pistone, a legendary FBI agent who spent six years undercover as a Mafia associate starting in the late 1970s, told the Charbonneau Commission about the inner workings of the Mob in the United States during his testimony.

He said the Mob controlled the industry thanks to its stake in labour unions and raw-materials companies ? so that it consistently managed to claim a piece of the profit, even when public contracts went to a business not controlled by crime.

?They did it with the cement, the steel, anything that had to be used in the construction of that building, they were getting a piece of it,? Pistone said.

In another example he cited, Mafia-run construction companies would submit claims for more expensive unionized labour while actually paying cheaper non-union rates.

They would pocket the difference, he said.

In some cases they would pressure legitimate companies to bid higher to ensure the Mafia-controlled business got the deal. Pistone said profits from the construction industry were divided equally among New York?s powerful Five Families.

He said the Mafia had a knack for finding people to corrupt, including public officials and business people. He said it would target vulnerable people and exploit a personal problem or addiction ? gambling, drinking, drugs, womanizing or financial difficulties.

He described them as bullies who will force their way into someone?s life. Pistone warned that people are making a grievous error when they allow themselves to get extorted or used by the Mob.

Pistone lamented that the general public has romantic notions about the Cosa Nostra, thanks to Hollywood-fuelled images of men with colourful vocabularies wearing $5,000 suits.

?Believe me ? they don?t quote Shakespeare,? Pistone said. ?This is not the movies? They are a dangerous plague on our society.?

?The public has an image of an honourable society. The Mafia is not honourable,? he said. ?Legitimate businessmen, when they are approached by the Mafia, should report it to law enforcement.

?Once you give in and once you pay one extortion, you never stop. It?s never just one time that they come to you.?

While still involved in lucrative industries like the drug trade, more and more Mafia members are branching out into legitimate business and white-collar crime.

?They?re very good at assessing where they can make money ? whether it?s legitimately or illegitimately,? Pistone said.

Mob scams ultimately get passed on to taxpayers and consumers, in the form of higher prices.

He used the example of office space ? saying a tenant might have to pay an extra $1,000 a month because the landlord was forced to pay more to have the building built. He also said clothing might cost more, if manufacturers are paying more for fabrics owned by the Mob.

He described other examples ? truck deliveries, fruits and vegetables and public works: ?The government, taxpayers, are paying more, when the Mafia is involved in any particular business.?

He said governments and police forces have a responsibility to never lose sight of the threat posed by the Cosa Nostra, and to keep fighting it.

Quebec?s commission is looking into criminal corruption in the construction industry and its ties to organized crime and political parties.

The corruption scandals in the province blew wide open three years ago, with media reports of a construction cartel called the ?Fabulous 14? that allegedly colluded on bids for public-works projects. Pistone described a similar system in the U.S.

In his morning testimony Monday, he told colourful tales about how he infiltrated the Mob while pretending to be a jewel thief.

He also discussed the ways of the underworld, including its moral codes and its list of offences that would get people killed.

His early testimony had been a mish-mash ? or, as he calls it, a ?mix-mash? ? of anecdotes from the Mafia life he observed three decades ago, laced with street-wise lingo.

In one example he described taking a slap from a so-called ?made? man and thinking that, under ordinary circumstances, he would have punched the guy; he had to refrain, he said, because full Mafia members were untouchable.

What Pistone did not do is delve into the workings of the Canadian Mafia.

There was a brief reference to ties between the New York families and their Canadian counterparts. Pistone referred to a 1981 killing of Mafia capos committed by a hit squad that included Montreal?s Vito Rizzuto, although he did not mention Rizzuto by name. He did say the Canada-U.S. Mob ties are still alive.

Pistone, now 73, testified under heavy security at the inquiry behind a screen. Commission chair France Charbonneau has imposed a ban on the broadcasting or publication of any image of Pistone from Monday?s hearing.

The ban does not extend to photos or footage taken in the past.

Much of Pistone?s testimony has been the subject of books he has already written, as well as the 1997 Hollywood blockbuster ?Donnie Brasco.?

He was pulled from the undercover operation just as he was about to become a made man, Pistone said. He had been told to kill someone. The FBI intervened and pulled him off the job.

Pistone said he was disappointed to see the operation suspended.

?No one had ever gotten this close to a Mafia family,? Pistone said.

?My argument that was we?re going to embarrass them by having an undercover with them for all these years, can you imagine if it comes out they inducted an FBI agent??

Pistone?s undercover work led to some 20 trials and 200 convictions across the U.S.

Pistone?s testimony at the Charbonneau commission was intended to help the inquiry better understand the murky world of the Mafia as a whole. Last week an Italian academic and Ontario police officer also testified about how Mob families function.

Loyalty is key, Pistone said. Orders to underlings are to be carried out without question ? even when the order is to kill someone. There is no debate or discussion.

?Your sworn allegiance is to your Mafia family: it?s your Mafia family, then your regular family, then your church and country,? Pistone said.

?But your first allegiance is to that family that you?re a part of.?

Pistone, who assumed the Brasco identity during his undercover days from 1976 to 1981, is still hiding from the Mafia as a result of his old career.

    TiVo settles lawsuit against Verizon for $250.4M

    Verizon will pay Tivo Inc. at least $250.4 million to license its digital video recording technology and settle a patent lawsuit.

    It is the third settlement that Tivo has garnered in recent patent cases. At the heart of the cases, Tivo has alleged that companies have copied its DVR technology. The company's string of settlements "bodes well for its future litigation," said Alan Gould, an analyst with Evercore, in a research note.

    Tivo, based in Alviso, Calif., is set to go to trial in patent lawsuits over DVRs made by Google Inc.'s Motorola unit and Cisco Systems Inc. next year. Gould reiterated his "Overweight" rating on shares with a $13 price target.

    News of the settlement sent Tivo's stock up 41 cents, or 4.2 percent, to $9.96 in midday trading after rising as high as $10.45 earlier in the session. The stock traded at a 52-week high of $12.37 in late March.

    Shares of New York-based Verizon Communications Inc. fell 6 cents to $45.58.

    The two companies agreed to dismiss all pending litigation. They had been scheduled to go to trial in October.

    The deal with Verizon is the latest in a string of patent settlements for TiVo, which developed the first commercially available DVR. The device made it easy for people to record programs and watch them later, skipping over ads.

    Last year TiVo settled with satellite TV company Dish Network Corp. and its set-top box provider EchoStar Corp. for $500 million, and earlier this year resolved a lawsuit against AT&T Inc. for $215 million. The payments from those settlements are staggered over several years.

    The company has said the settlements bring its operations closer to profitability. TiVo has posted an annual loss in eight of the past 10 years.

    Under the settlement with Verizon, TiVo will get an initial cash payment of $100 million and quarterly payments totaling $150.4 million through July 2018.

    Verizon will also pay monthly license fees through July 2018 for each of its DVR subscribers above a certain level.

    If the companies work together on certain joint initiatives, $29.4 million of the payment would be subject to a credit.

    The companies may also make Internet video services developed through Verizon's joint venture with video rental kiosk Redbox accessible through TiVo's DVRs.

    Two held for raping two Delhi University students

    New Delhi, Sep 23 : Two youths were arrested Sunday for raping two Delhi University (DU) students here, police said. The attackers were friends of the girls.

    The youths - identified as Ajit and Vikky - were arrested from their hideouts in the city for raping the two DU students Saturday in west Delhi's Bawana area.

    A police officer said that the third accused, Sunil, is untraceable and on the run and a hunt is on to nab him. All the three youths are in their 20s.

    "The victims, who have been pursuing Bachelor of Arts (B.A.) course from DU, had gone with Sunil and Vikky on their bike for an evening ride. The youths took them at their friend Ajit's garage in Bawana," the police officer said.

    The girls were given cold drinks laced with sedatives. When the girls became unconscious, the youths raped them and fled from the spot, the police officer added.

    "After gaining consciousness, the victims approached their family members and narrated the story. After that, their family members registered a case against the accused. Medical reports of the victims confirmed rapes," added the officer.

    Pretoria - Blue Bulls coach Pine Pienaar was a relieved man after his side broke a losing spell against the Free State Cheetahs in Pretoria on Saturday.

    Pressure was building as Pienaar?s team lost three consecutive matches before the Bulls beat the Bloemfontein side 34-30.

    ?I didn?t sleep much the whole week and I?m just glad I could get past tonight and I am happy for the players,? Pienaar said after the match.

    ?The last few weeks was hectic, especially off the field and obviously it is a bit of an emotional rollercoaster.?

    The Bulls had to overcome a fight-back by the Cheetahs towards the end of the match to bring some relief to the Pretoria-based side.

    ?The first half we really played well and our defence was really outstanding in the first half,? he said.

    ?In the second half, you can?t take anything away from the Cheetahs they came out and got a few opportunities and they used that and put us under immense pressure up until 81 minutes.?

    The side?s defence has been a source of concern for the Bulls as their opposition easily found gaps in their defensive lines.

    The Bulls have in the process dug themselves out of the last place on the Currie Cup log to give themselves a chance at reaching the playoffs.

    Pienaar was, however, under no illusions that the team was still far from dishing up a spotless performance.

    ?I am relieved by the win, I am happy by the way we pitched up defence wise and I know next week will be even tougher,? Pienaar said.

    ?There are a lot of things we could have done better and that?s what we will have to look for.?

    While Pienaar could breathe a sigh of relief, the pressure was building for Cheetahs coach Naka Drotsk? after the side suffered their fourth consecutive loss.

    The team - known for their expansive style of play - looked flatfooted in the first half with flyhalf Tewis de Bruyn struggling to get his backline firing.

    The introduction of Sias Ebersohn in De Bruyn?s place saw the visitors attacking the line with greater fervour.

    ?On the positive side we had intensity on attack in the second half which we struggled with over the last two or three games,? Drotsk? said.

    ?On the negative side the three penalties in the first half was unacceptable which was bad discipline.?

    Drotsk? admitted that the inconsistency in his selection at flyhalf played a leading role in the Cheetahs? struggles this season.

    ?We have a problem on flyhalf there is no doubt about that,? he said.

    ?Sias lost form earlier in the season, credit to Tewis, it is always easier to come on when you are down 27-9 to try everything out and to try to get the game back.

    ?So there is no pressure when you come on at that stage.?

    The Cheetahs coach acknowledged his team was in an unfavourable position but he felt his side could still make the playoffs.

    "There is a huge race for that fourth place in the playoffs between Griquas, the Bulls and ourselves," Drotsk? said.

    "Griquas are on 15 points, the Bulls are on 13 and we are on 12 - we are playing the Griquas next week in Bloemfontein and the Bulls are playing the Sharks in Durban.

    "So it is a must win for us and there are three games to go and luckily we've got two in Bloemfontein."

    Kean/Singer Student Loan Literacy Legislation Clears Committee ...

    Legislation sponsored by Senators Tom Kean, Jr. (R-Union) and Robert W. Singer (R- Ocean) designed to help high school students better understand the financial obligations they are incurring when taking out student loans to finance their post-secondary education has been approved by the Senate Higher Education Committee.

    The bill, S- 2150, requires the Higher Education Student Assistance Authority (HESAA) to develop a document containing student loan repayment information on state, federal and private student loans, and mandates that document be disseminated by school districts and nonpublic high schools to students.

    Kean said that student loan debt presents challenges to new graduates that they may or may not have foreseen when choosing what institution to attend or degree to pursue.

    ?Americans citizens are now in greater debt for student loans than they are their cars or credit cards,? said Kean. ?It is straining our economy and severely crippling the financial stability of graduates just starting out in life during an economic downturn. Just as important for young people as having access to education financing is having access to information that spells out explicitly what the loans mean for their personal finances after graduation. Young people and their parents need to make smart choices about their education based in part on how the debt they will incur helps their job prospects and earning potential after graduation.?

    Singer said that for most high school graduates, student loans are the first major financial transaction they will make in their lives.

    ?Student loans are being taken out by young people who likely have never incurred a major financial obligation in their lives and have limited financial literacy,? said Singer, who sits on the board of Georgian Court University in Lakewood. ?They need to have a grasp of what loan repayment will mean for them prior to deciding where they go to school, what they will study, and how much money they will borrow. We cannot just expect that a teenager is going to grasp what it means to finance an education costing tens or even hundreds of thousands of dollars without illustrating it for them.?

    Welcome to Growing Up Geek, a feature where we take a look back at our youth, and tell stories of growing up to be the nerds that we are. This week, we have our very own Ben Gilbert! He likes ninja turtles, obviously.

    Growing Up Geek Ben Gilbert

    To me, being a "geek" about something -- anything, really -- is being super, super passionate about that subject. It's that passion that drew me to documentaries like Helvetica, or King of Kong. It's that passion, witnessed in speeches and conversations with colleagues, that renews my love of video games every year I attend GDC. It's that passion that endears me to people like Stephen King and Trent Reznor. And it's that passion -- that nerdery -- that I've brought to music, journalism, and the medium of video games.

    But that's always something I took for granted. My father's passion for art meant growing up in a house filled with his incredible paintings. Didn't everyone? My mother's passion for learning meant she had three degrees, including a Ph.D., despite having little financial assistance and coming from another country. Totally normal!

    My point isn't to brag (though, come on, my parents are basically superheroes), but to say that the concept of being a "geek" was never a foreign one to me. Being an obsessive weirdo was always pretty normal in my family. I mean that in a good way.

    The MD Anderson Cancer Center in Houston wants to spend as much as $3 billion over the next decade reducing deaths related to several types of cancer or even curing those diseases altogether.

    Doctors at the hospital and cancer research center, the largest in the country, announced their "Moon Shots" program this week, so called because it is inspired by President John F. Kennedy's pledge in the 1960s to put a man on the moon.

    "The University of Texas MD Anderson Cancer Center has launched an ambitious and comprehensive action plan, called the Moon Shots Program, to make a giant leap for patients ? to dramatically accelerate the pace of converting scientific discoveries into clinical advances that reduce cancer deaths," the hospital says on its website. "The nation?s No. 1 hospital for cancer care, with its unparalleled resources and capabilities, is uniquely positioned to accelerate the end of cancer. It?s closer than you think. What?s learned from these initial cancer ?moon shots? will ultimately lead to cures for all types of the disease."

    Some of the cancers the hospital will focus on include ovarian, breast, lung, prostate, melanoma and leukemia.

    "Even as the number of cancer survivors in the US is expected to reach an estimated 11.3 million by 2015, according to the American Cancer Society, cancer remains one of the most destructive and vexing diseases," the center said in a release announcing the new program. "An estimated 100 million people worldwide are expected to lose their lives to cancer in this decade alone. The disease?s devastation to humanity now exceeds that of cardiovascular disease, tuberculosis, HIV and malaria ? combined."
