Nintendo 3DS XL review Bigger is better, but not quite enough

If you like your portable gaming three-dimensional, clam-shelled and big, then Nintendo's 3DS XL fulfills those broad, unconventional requirements. It's a design refresh that more closely references both previous generations of DS hardware (and the incoming Wii U) -- all while touting a substantially bigger, 3D-capable, parallax-barrier screen. Aside from a larger battery, the XL's internals rehash what we first saw over a year ago: the controls remain the same, with no addition of a (mildly) hardcore gamer-courting second analog stick. For what it's worth, the device does arrive with a 4GB SD card in-box (up from 2GB in the original), matching the approximate doubling in physical dimensions. 18 months is a long time in gaming, especially these days, and although 3DS sales have recently rallied against Sony's latest, we reckon the 3DS XL has double the appeal of its forebear. We'll explain why right after the break.

Windows 8 to arrive in stores in October

SAN FRANCISCO (AP) -- Computers running on the next version of Microsoft's Windows operating system will go on sale in October.

Microsoft announced the time frame for Windows 8's mass-market release Monday in Toronto. A specific sales date in October wasn't provided.

Most industry analysts expected Windows 8 would go on sale in the fall to ensure that the machines running on the operating system would be available for the holiday shopping season. Consumers and businesses who don't want to buy new computers will be able to buy Windows 8 and upgrade their systems.

New versions of Windows typically come out every three years, but this update is the most widely anticipated overhaul of the software since 1995.

Applications will appear in a mosaic of tiles on Windows 8. Microsoft also designed the operating system so it can run on personal computers or touch-based tablet computers.

Microsoft, which is based in Redmond, Wash., plans to make its own tablet running on Windows 8 to compete against Apple's (AAPL) hot-selling iPad. The company hasn't yet announced a price for its tablet, which will be called the Surface. It also will be competing against a variety of other tablets, including the Kindle Fire from Amazon.com and the Nexus 7, which is being released later this month

by Google (GOOG).

As part of its efforts to develop more touch-based software, Microsoft also announced the acquisition of Perceptive Pixel. The deal gives Microsoft access to technology used in large multi-touch displays for TV broadcasters, as well as government, defense, engineering and educational markets, Microsoft said.

Terms of the Perceptive Pixel purchase weren't disclosed.

Windows 8 is being counted on to help revive demand for laptops and other personal computers.

The operating system's versatility is expected to encourage leading PC makers such as Hewlett-Packard (HPQ) and Dell to release hybrid machines that are part laptop, part tablet computer. Both HP and Dell have also indicated they plan to release tablet computers powered by Windows 8, thrusting them into competition with Microsoft's Surface.

Microsoft is releasing Windows 8 computer manufacturers during the first week of August.

The high hopes riding on Windows 8 is the main reason that Microsoft's stock has climbed by about 15 percent so far this year. The shares fell 18 cents to $30 Monday.

Cybersecurity Law Privacy Concerns: NSA Will Not Read Americans' Emails If Bill Passes, Keith Alexander Claims


WASHINGTON, July 9 (Reuters) - The head of the U.S. spy agency that eavesdrops on electronic communications overseas sought on Monday to reassure Americans that the National Security Agency would not read their personal email if a new cybersecurity law was enacted to allow private companies to share information with the government.
The House of Representatives in April approved a bill that would allow the government and companies to share information about hacking. But the White House and key Senate Democrats back a broader approach.
Critics have raised privacy concerns about the sharing of such information, concerned it would allow the National Security Agency, which also protects government computer networks, to collect data on American communications, which is generally prohibited by law.
"The reality is we can do protection of civil liberties and privacy and cybersecurity as a nation," General Keith Alexander said in a speech at the American Enterprise Institute.
But to help protect the private sector, he said it was important that the intelligence agency be able to inform them about the type of malicious software and other cyber intrusions it is seeing and hear from companies about what they see breaching the protective measures on their computer networks.
"It doesn't require the government to read their mail or your mail to do that. It requires them, the Internet service provider or that company, to tell us that that type of event is going on at this time. And it has to be at network speed if you're going to stop it," Alexander said.
He said the information the government was seeking was the Internet address where an email containing malicious software originated and where it traveled to, not the content of the email.

'GET THIS RIGHT'
Alexander said it was important to write the legislation now rather than waiting until there is a crisis, which could cause the government to overreact and go too far.
"When something bad happens, we're going to jump way over here where we don't want to be," he said. "So while we have the time, the patience and the understanding, let's get this right. Let's do it now."
The U.S. government has blamed hackers from China for breaking into U.S. company computers and stealing proprietary information. Internet security firms say billions of dollars worth of intellectual property has been stolen.
"In my opinion, it's the greatest transfer of wealth in history," Alexander said.
But the U.S. government is also concerned about the possibility of a cyber attack from adversaries on critical infrastructure such as the power grid or transportation systems.
Alexander said so far a threat from al Qaeda in the cyber sphere had not materialized.
"I don't personally believe they're a viable threat in that realm right now," said Alexander, who is also head of U.S. Cyber Command, the military combatant command responsible for activities in cyberspace.
But the tools to become a threat are available publicly "to anybody who has access to the web and who is semi-literate," Alexander said. "So I am concerned that while I don't see it today, that they could very quickly get to that."
Alexander said the NSA's vast new data center under construction at Camp Williams, Utah, does not "hold data on U.S. citizens," but he declined to go into further detail about the 240-acre facility, which will have 100,000 square feet of computer space when completed next year.
He sought to dispel concerns that the National Security Agency was storing Americans' emails.
"We don't do that," he said, noting that the volume of U.S. emails was about 30 trillion a year or more. He called speculation that somehow this information would be stored at the Utah data center "baloney."
"We need the American people to know that is not true," Alexander said.
Officials say the mission of the data center is to offer technical assistance to the Department of Homeland Security, providing intelligence and warning about cyber threats and to carry out cybersecurity operations.
They also say it is part of expanding efforts to defend Pentagon computer systems from cyber attack.

Thermometers strained again on Saturday as the eastern half of the US faced Day 10 of Heat wave 2012, with temps creeping up into the humid 100s as sweaty Americans sought out pools, ponds, oceans, and rivers for relief.

The stretch of brow-wiping weather has proven historic, shattering thousands of heat records since June, and leaving parts of the Washington, D.C. area sweltering without power and air conditioning after a rare ?derecho? thunderstorm hit the area last weekend. Authorities say 23 people across the country have died from heat-related causes in what?s on pace to become the hottest year on record, leaping ahead of 1934.

Even Atlanta, affectionately known as ?Hotlanta,? saw its single highest recorded temperature last week. And those living in places like St. Louis, Mo., have found themselves at the epicenter of a quirky set of meteorological circumstances that, were one to prognosticate, are likely to make it a particularly long July, which under normal circumstances is already the hottest month of the year.

It?s the emerging seesaw pattern of intense heat separated by slightly cooler, sometimes storm-carrying weather that?s a major clue as to what?s going on with the weather, and why the rest of the summer is likely to play out largely along the same steamy lines.

Why is it so hot? Large swaths of the country are covered by a massive heat dome described by Wunderground.com meteorologist Jeff Masters as ?one of the greatest in recorded history.? A heat dome is basically a lump of high-level, slow-moving high pressure air that blocks cooling winds, leaving mammals inside the dome sweltering in very hot temperatures, medium to high humidity, and relatively still air.

The domes are formed as air moves across the high plateaus of the desert Southwest, where they?re fed by baking temperatures, and then slide eastward on the jet stream. When trees, lakes, and rivers begin to predominate as the dome moves across the Mississippi River, moisture evaporates into humidity, helping to create smog in cities and driving up the ?feel? of the heat. On Saturday, likely the peak of the current heat wave, that ?feel? was expected to rise to a blistering 112 in Washington.

So why the giant heat dome all of a sudden?

Some have pointed to urban heat island effects and suspected warming from man-made greenhouse gases as playing a role in Heat wave 2012. But one certain culprit, experts say, is the same atmospheric effect that sparked a lot of the big snow storms across the mid-Atlantic and Northeast in recent years: The North Atlantic Oscillation.

The massive oscillation helps set weather in motion, and its movement can have direct, long-term effects on specific regions. This year, the oscillation is moving particularly slowly, meaning that it?s not letting through the hot air coming off the North American shelf, causing that air, in essence, to back up across the country, pushing hotter temperatures northward.

Thankfully, many of those in the hot zone can expect some relief after Saturday, as a trough of ?cold? air ? at least 10 to 15 degrees cooler ? is managing to push the dome along from the west.

Jeff Weber, a scientist with the University Corporation for Atmospheric Research in Boulder, Colo., told OurAmazingPlanet.com that the pattern is likely to keep repeating through the month, and perhaps the end of the summer, with about 10 days of uncomfortable heat at a time offset by shorter stretches of cooler weather. Rinse, dry, repeat.

With 56 percent of the US experiencing drought, the dynamics of that see-saw pattern ? extreme heat followed by cooler air and possible rain ? will continue to be closely watched, not just by cubicle workers daydreaming about the beach, but farmers across the nation?s breadbasket worrying about whether the rains will bring enough water to offset the dusty dog days.
