Lugo's missteps eroded fragile support in Paraguay

ASUNCION, Paraguay (AP) ? The alliance that voted Fernando Lugo out of the Paraguayan presidency was an unlikely marriage of the country's two main political parties, rivals who had long checked each other's powers in Congress.

Although subject to deadly persecution just three decades ago, the Liberal Party joined with its former persecutors, the Colorados, last week to push an impeachment that has a widespread criticism. What made that possible was another political trend in this impoverished, landlocked country, the disenchantment of hundreds of thousands of leftists and poor farmers who had formed the president's political base.

Many who had once seen the former bishop as their champion were increasingly put off by his missteps and sparse accomplishments. The final disappointment came earlier this month, when Lugo showed seeming indifference to the deaths of landless protesters in a firefight with police over a land dispute.

The end game concluded Friday, when in Lugo's hour of need, the kinds of huge protests that could have pressured Congress to back down and perhaps even saved his presidency never materialized. Instead, the lower house voted 76-1 to impeach on Thursday, and the Senate gave Lugo the boot with a 39-4 vote after a fast-track trial the next day.

"What happened was that he had pretty much alienated everybody, and the incredibly lopsided votes in both houses are indicative of that," said Greg Weeks, a political scientist specializing in Latin American politics at the University of North Carolina, Charlotte.

"The failure of Lugo to maintain any sort of significant support from anybody meant that when it happened, it happened incredibly fast, and there was no outpouring of support at all," Weeks added. He contrasted Lugo's ouster to massive demonstrations sparked by attempts to depose Venezuela's Hugo Chavez in 2002 and Honduras' Manuel Zelaya in 2009.

"Basically Lugo made everybody mad," Weeks said.

A liberation theology-inspired former Roman Catholic bishop, Lugo won an historic election in 2008 that ended six decades of Colorado rule by cobbling together a congressional alliance between the more conservative Liberal Party and left-leaning allies.

Right away, Lugo alienated his new partners in Congress by giving them just token participation in his Cabinet. Later the Liberals complained they were not being consulted on important decisions, such as the response to farm invasions by landless protesters and an army offensive against the Paraguayan People's Army, or EPP, an upstart rebel band primarily dedicated to ransom kidnappings.

Lugo's public image also took a hit from paternity suits filed by four different women, one of whom was 16 years old at the time of the alleged liaison with Lugo, when he was still a bishop in sleepy San Pedro province. Lugo has recognized two of the children, DNA tests showed a third wasn't his and one claim is pending. The teen was of legal consenting age, but the scandal was still too much even in a society where macho attitudes die hard.

Questions also surfaced about the health and energy levels of Lugo, 61, when it was revealed that he had lymphatic cancer. He was treated in a top hospital in Brazil and declared to be in remission, though he still needs treatments to keep the cancer at bay.

Meanwhile, hampered by a strong opposition and a meager budget, Lugo struggled to push his agenda through a stubborn Congress. The fight against the EPP fizzled after a few high-profile arrests, and most of the forces were redeployed even with the three main leaders still at large.

Perhaps most importantly, Lugo failed to come through on grand campaign vows to fix Paraguay's woefully unequal distribution of land.

"We always had a critical line toward the government for not succeeding in agrarian reform and other public policies," said Luis Aguayo, the leftist leader of Paraguay's largest peasants organization with counts some 60,000 members.

Aguayo called Lugo's ouster a coup but pointedly did not mobilize his members to back the president last week. His was precisely the kind of group that could have helped fill the streets outside Congress.

Instead, Paraguay's fractured left has managed only a few thousand protesters who demonstrated Thursday and Friday and an emotional "open microphone" protest outside a public TV station after Lugo's fate was decided.

"Lugo leans heavily on social and popular sectors, but he's no (Bolivian President) Evo Morales who can mobilize great masses of indigenous peasants," said political analyst and columnist Alfredo Boccia Paz. "His support was always weak. If the left had put 50,000, 60,000 people in the plaza, the senators might have thought twice."

To be sure, Lugo's resume includes some successes, such as a popular program paying stipends to poor families whose children stay in school. Lugo also negotiated a deal under which Brazil would triple its payments to Paraguay for energy from a border-river dam, from $120 million a year to $360 million.

But that wasn't enough this month to counter public outrage when a firefight broke out as police responded to a peasant invasion of forest reserve land that belonged to a Colorado Party politician. Lugo's opponents accused him of seeming unconcerned about the deaths of six police and 11 landless farmers. After Lugo's interior minister and police chief resigned, he proposed to name close allies to the posts.

The Liberals, always uneasy about Lugo's leftist politics, had had enough. The Colorado-proposed impeachment sailed through and within hours, Lugo was out. The speed with which Lugo was impeached, in fact, has sparked much of the regional criticism.

Ultimately, the campaign to oust Lugo was ideological and his impeachment, while adhering to the letter of the constitution, was out of step with democratic principles, Weeks said.

"He was just viewed as too radical by the establishment parties, and so over time I think they were just looking for an excuse to get rid of him," Weeks said. "Then with the violence on the 15th, I think they finally got the type of incident they felt would be significant enough to launch the impeachment hearings."

Now. the unlikely marriage seems headed for a short honeymoon. Lugo's Vice President Federico Franco, a Liberal who swore in as president Friday, is constitutionally barred from running after he finishes out Lugo's term, and politicians are sharpening their knives for the 2013 campaign.

"The alliance between Liberals and Colorados ended as soon as the trial was over," Boccia Paz said. "Now the Colorados will turn their attention to weakening Franco; he becomes their main enemy."

As we announced back in April, we?ve been updating addresses on Facebook to make them consistent across our site.

In addition to everyone receiving an address, we?re also rolling out a new setting that gives people the choice to decide which addresses they want to show on their timelines.

Ever since the launch of timeline, people have had the ability to control what posts they want to show or hide on their own timelines, and today we?re extending that to other information they post, starting with the Facebook address.

The spokesperson did not explain why users did not receive any sort of notice when their profiles started displaying a different email address, even though we made sure to ask about that.

A study led by Dr Bryony Hoskins at the University of Southampton for the European Commission (EC) has warned of the dangers of concentrating solely on economic policies to create growth in European countries.

The report Participatory Citizenship in the European Union funded by a 274,996 grant from the EC examines how and to what extent, people in Europe actively take part in society, communities and politics, and identifies any barriers to this.

Lead researcher from Southampton, Dr Bryony Hoskins says, "In the current harsh economic climate across Europe there has been a loss of trust in political leaders and a move towards more extremist parties. It is important for people, especially the young and unemployed, to have their voices heard in the political decision making to mitigate this.

"The study maps the state of play on levels of citizen engagement, and identifies policies and practices to facilitate this across Europe to help find effective strategies to encourage people to get involved."

The research, carried out in collaboration with eight partner institutions in seven European countries1 was based on the analysis of data on current policies and practices from each of the 27 member states in the European Union (EU), interviews with key experts, and data from existing European and international studies.*

Results have shown that in relation to the economic crisis and creating growth participatory citizenship, economic competitiveness and social cohesion are interrelated and reinforce each other. The report recommends that strategies are needed to encourage people to get more involved in communities, politics and decision making, at both national level in EU countries, and more locally within individual countries.

The report makes these key recommendations:

  • To place an emphasis on learning citizenship, both in schools and outside of school. The study shows people who vote and take an interest in politics and decision-making are usually engaged in diverse forms of learning at different levels.
  • To target disadvantaged groups most at risk of unemployment and exclusion and achieve this through engagement in schools; vocational education or training; and youth work.
  • The EC should provide long-term strategic and sustainable funding for projects; non-governmental organisations; and programmes encouraging participatory citizenship (to counter those being cut due to the financial crisis).
  • Encourage collaboration and partnerships between different types of organisations, such as schools, local authorities, youth groups, charities and businesses.
  • Explore the use of new social media to enable wider participation in decision-making by providing more interactive forums for the exchange of information between citizens and politicians.

Barriers and key challenges to participatory citizenship were identified as:

  • A lack of trust in politicians.
  • The challenge of creating a dialogue between politicians and the public.
  • A decline in participatory citizenship generally as a policy priority.
  • The need to meet the challenges of the globalised economy; climate change; an ageing population; and an enlarged EU.

The findings of the study will be used to help shape European policy and funding programmes, in particular the:

Police: Man stole golf carts, trailers from Northshore homes

SLIDELL, La. - A man that sheriff's office investigators believe has stolen more than $50,000 in equipment and merchandise from several homes on the Northshore and in Mississippi over the past few months has been arrested.

Jorge Alberto Munguia-Martinez, 32, was booked into the St. Tammany Paris jail Thursday on one count of theft over $1,500. Additional charges are expected.

According to St. Tammany Parish Sheriff's Office spokesman George Bonnett, surveillance video showed Martinez backing up a trailer into a Lacombe residence, loading up and taking a golf cart.

Bonnett said that investigation tied Martinez into five other theftson the Northshore. In fact, he said the trailer used to steal the golf cart was also stolen in a previous heist.

Bonnett also said that detectives were able to solve the case by using a general description of Martinez and his truck from the video. A patrol deputy made a stop of Martinez and interviewed him. A warrant was obtained for his arrest.

The sheriff's office said that during a subsequent interview with detectives, Martinez confessed to five different thefts.

While recovering various stolen items from area pawn shops, detectives learned that Martinez had pawned items stolen from Hancock County, Mississippi, as well. The Hancock County Sheriff?s Office is now involved in a joint investigation into Martinez?s crime spree

Oil pan gasket. . .Big job or DIY


I am not sure over any of this, but I was told that if your Vitara is not 4x4 you simply drain oil, remove the fasteners, clean the pan and contact surfaces, get the new gasket in place, torque to spec and refill oil. BUT if it's 4x4 I was told the axle is in the waqy of the pan and it's not imposible but you gotta remove it or at least move it out of the way. Our pro folks will answer soon enough. ALSO while you are at it take care of the valve cover gasket, I'm sure it's dripping oil too. And I don't think you need special tools, maybe if the axle is to be moved but don't think so.

Breast Cancer Survivor Fights To Swim Topless In Public Pool - The ...

When Jodi Jaecks, a breast cancer survivor who underwent a double mastectomy, decided she would try swimming in order to achieve the level of physical fitness she had before she started chemo, she ran into a bit of a problem ? there weren?t any swimsuits that fit her comfortably. Not one to be deterred, she ditched the idea of finding a comfortable suit and decided to swim topless instead.

But before that, when she found the tell-tale lump in her right breast, a photo of a?breast cancer survivor who had a double mastectomy ultimately led her to the decision to have both of her breasts removed:??It?s such a powerful image. She?s so healthy and fit. It showed me I could be in shape again. I could be happy again,? she said, citing the feeling of empowerment it gave her to undergo the mastectomy in lieu of removing the lump and waiting for the cancer to possibly resurface. Read more ?

Serra track and field coach Lori Smith-Thompson saw an opportunity and wanted to make sure her teams knew exactly what was at stake.

Twice Smith-Thompson called team meetings before Serra's biggest meets of the season - the CIF Southern Section finals and the CIF State finals.

The Serra war room featured a whiteboard full of projections and tangible goals for each meet. Each coach gave an impassioned pep talk about the historic opportunity that was within grasp for this talented group.

"It was kind of a tear-jerker, and it was motivating for all of us," Smith-Thompson said. "It was to keep them focused and tell them what we expected.

"Everybody was riled up and ready to make it happen."

Serra swept the CIF Southern Section Division IV team titles at Mount San Antonio College.

Eventually, Smith-Thompson hoisted a CIF State girls team trophy and a CIF State boys team runner-up trophy, posing with her players atop the podium on a toasty night at Buchanan High School in Clovis.

"We really wanted to put our name and our team on the map," said Serra senior Renetia James, a 400-meter state champion who also ran on both winning relays. "I was not leaving that stadium without at least one gold."

Ultimately, the girls captured their third straight CIF Southern Section title and their first CIF State crown. The boys won their sixth straight CIF Southern Section title and came within four points of winning their

second CIF State title.

Serra also had 10 individual CIF champions and six individual state champions.

"It turned out to be a tremendous year for the program, for myself and for the athletes," said Smith-Thompson, the 2012 Daily Breeze Track and Field Coach of the Year.

Injuries had plagued Serra in the past couple of years, but Smith-Thompson made injury prevention a top priority.

Smith-Thompson said she realized most schools don't have the manpower or the resources to handle the daily grind. So Smith-Thompson referred parents to a nutritionist, a chiropractor and a deep tissue specialist.

"We had a parent meeting at the beginning of the year, and I told them we all have to stay on top of injuries," Smith-Thompson said. "The parents are the ones who are going to be driving. They're the ones who had to get them there, so we needed to make sure they knew their options."

Her athletes described her as a task master, not afraid to crack the whip to make sure they were putting in the proper training.

But they also said Smith-Thompson was the first person to congratulate them on a job well done and was always eager to honor their accomplishments.

"I love Coach Lori," said Serra senior Alexis Faulknor, the 2012 Daily Breeze Girls Track Athlete of the Year. "She knows how to handle business and always shows up with her game face. We can be anywhere and she'll keep us going.

"She cares about all of us and works us to be the best we can be."

Adoree' Jackson, the 2012 Daily Breeze Boys Track Athlete of the Year, said Smith-Thompson gave him an extra push in helping him win the state long jump title.

"She taught me things I need to know and the workouts I needed," Jackson said. "She taught me to be a better person and athlete on and off the track. I give a lot of thanks to her for helping me become as fast and explosive as I am now."

Smith-Thompson is quick to credit her Serra coaching staff, a distinguished group that includes sprints coach Chris Faulknor, hurdles coach Derrick Knight and jumps coach Russell Biggs.

"I can call myself the head coach, but it takes a team of people to bring it all together," said Smith-Thompson, who has coached the 2007 IAAF World Youth Team in the Czech Republic and was the team manager for the 2009 IAAF World Youth Team in Italy.

Smith-Thompson also tried to teach her team to be humble and to honor God.

Her athletes also seemed genuine in praising God and with their team prayers.

James said Isaiah 54:17 applies to Serra: "No weapon formed against me shall prosper." They were not going to let injuries or outsiders slow them down.

"I can do all things through Christ," James said.

And through Smith-Thompson as well.
